Unions Express Concerns Over Forced Overtime

Air India’s pilots’ unions, Indian Pilots’ Guild (IPG) and Indian Commercial Pilots’ Association (ICPA), have raised concerns about the airline allegedly breaching flight duty time limitations (FDTL), which dictate the permissible duration a pilot can be on duty to prevent fatigue. The unions, in a letter to the Directorate General of Civil Aviation (DGCA), accused the airline of compelling pilots to exceed duty hours, posing potential safety risks.

Allegations of Coercion and Intimidation

The letter, dated January 28, outlined instances where pilots faced intimidation and coercion to extend their FDTL beyond the prescribed limits. The alleged threats included jeopardizing career progression. The unions urged the DGCA to investigate these allegations promptly and address any coercive practices related to FDTL extensions.

Airline’s Response and DGCA’s Stance

Air India has not responded to requests for comments on the allegations. DGCA officials did not confirm whether they had taken up the matter with the airline. The unions’ communication with the aviation regulator comes in the wake of pilots reportedly being coerced into working overtime on multiple occasions.

Flight Duty Time Limitations (FDTL) Guidelines

FDTL imposes restrictions on duty hours, including mandatory breaks such as a 36-hour rest period at the end of a work week and a maximum limit of 13 hours for pilots on night duty. Notably, the DGCA, on January 8, revised these limits, increasing weekend breaks to 48 hours and capping night duty flying at 10 hours. However, these revisions are scheduled to take effect only on June 1.

Safety and Reputation Concerns

The letter emphasized the pilots’ commitment not only to the company but also to passenger safety and the aviation industry’s reputation. Allegations of coercion and threats from the Delhi-based operations team were cited as drivers for the unions seeking DGCA intervention. The unions urged the DGCA to investigate and address the situation promptly.

Pilot Autonomy and Coercion Challenges

An airline insider revealed that while DGCA rules permit airlines to extend FDTL in exceptional situations, it requires the crew’s agreement. Pilots, being the best judges of their fatigue levels, have the authority to decide if they can operate additional flights. However, some pilots allegedly operated flights under coercion.

This development underscores the delicate balance between operational exigencies, crew autonomy, and safety standards, highlighting the need for transparent and accountable practices in the aviation sector. The unions’ plea to the DGCA seeks to ensure adherence to established guidelines and mitigate potential risks associated with forced overtime.
